開催趣旨/Organizing Purpose

　懸念国やテロリストによる大量破壊兵器関連貨物・技術の調達活動は、迂回輸出や別会社を用いるなど巧妙化しており、アジア各国・地域が大量破壊兵器関連製品の製造又は積替え地域として利用されるリスクが増大しています。大量破壊兵器等の拡散を効果的に防止し、国際社会の安全保障を確保するためには、アジア各国・地域が協力して厳格な輸出管理を実施することが不可欠です。
　このような状況を踏まえ、平成15年度からアジア各国・地域政府と協力して、アジア各国・地域の現地企業及び日系企業における輸出管理の実効性向上を図ることを目的とした「産業界アウトリーチ・セミナー」及び平成5年度からアジア各国・地域の輸出管理政策担当部局の支援を目的とした「アジア輸出管理セミナー」を開催しています。

　

In recent years, the procurement activities of goods and technologies related to Weapons of Mass Destructions (WMDs) by the entities of concern, including countries of concern and terrorist groups, have increased sophistication by utilising the means of such as export circumvention or the use of alias. Asian countries and regions are facing increased risk as a point of production or transshipment of WMDs by entities of concern. In order to effectively prevent the proliferation of WMDs as well as to maintain the international security, it is necessary to implement rigorous export control in concert amongst Asian counties and regions.
Based on this situation, Japan has been organising “Joint Industry Outreach Seminar” from 2003 JFY that aims to enhance the effectiveness of the export control of the local firms in Asian countries as well as Japanese firms in that country, and “Asian Export Control Seminar” from 1993 JFY that aims to assist export control officers in Asian countries and regions.
